          In order to fully implement the "Regulations on democratic management of enterprises in Anhui", and guide enterprises and institutions to carry out democratic management in a standardized way, the operation rules for democratic management of enterprises and enterprises in Anhui province are specially formulated.
          1. Operation rules of workers' Congress
          (1) establishment of the staff congress system
          1. enterprises and institutions should establish and convene the first Congress of workers and staff members within one year of opening up, and formulate detailed rules for the implementation of the staff congress.

          The formal meeting of the staff congress is presided over by the presidium of the general assembly.

          (2) listen to the work report of the main leaders of enterprises and enterprises;
          (3) listen to the reports on the special motions of the responsible persons in enterprises and enterprises;

          (7) convene a meeting of the Bureau or an enlarged meeting of the Bureau, listen to the views of the delegations (groups), and modify the relevant reports and motions.
          (8) decisions and decisions on important issues discussed and deliberated at the inaugural meeting. The adoption of a draft collective contract or a draft of a specific collective contract and other important matters involving the vital interests of employees should be carried out by secret ballot and must be approved by a majority of the staff representatives.
          (9) election of the staff representatives and staff supervisors and staff members who participate in collective bargaining through the list of members of the special committee of the Staff Committee (Committee).
          (10) democratic appraisal and supervision of senior and middle managers of enterprises, putting forward opinions and suggestions on work evaluation, rewards and punishment.
          (11) the president of a trade union signs collective contracts or special collective contracts on behalf of employees and representatives of enterprises and enterprises.
          Before a vote is made on important matters, the workers' Congress shall give the staff representatives their opinions, or discuss them in groups according to the delegations (groups).
          After the closure of the staff congress, the delegations (groups), combined with their respective situations, discussed the specific measures and plans for implementing the resolution of the general assembly. The staff representatives should convey the spirit of the conference to the workers of their respective electoral units. Every aspect of the enterprise must carry out the resolutions, decisions and proposals of the general assembly. The specialized committees of the trade union and the staff congress shall supervise and inspect the implementation of the resolutions, decisions and proposals of the general assembly.
          Two. Open operation rules for business affairs

          (4) establish a system of duty review for staff directors and supervisors.
